Project Overview
Our team has been engaged in providing Comprehensive Environmental and Social Safeguard Support for the Ashuganj 400 MW Combined Cycle Power Plant (East), located in Ashuganj, Brahmanbaria. The work has spanned both:
- Ongoing monitoring services (since 2018), ensuring environmental and social compliance during construction and operation phases, and
- Preparation of a detailed Environment Management Plan (EMP) in 2023, aligning with national regulations and international standards, including those of the Asian Development Bank (ADB).
These services help ensure the project minimizes environmental and social risks, promotes sustainability, and maintains full compliance throughout its lifecycle.

Ashuganj Power Station Company Ltd. (APSCL)
One of the largest state-owned power generation companies in Bangladesh. APSCL plays a vital role in ensuring reliable electricity generation while adopting environmentally sustainable practices with the support of international development partners such as ADB.

Scope of Work
Environmental & Social Safeguard Monitoring (2018–Ongoing)
- Monitoring compliance with national environmental regulations and international social safeguard standards
- Regular assessment of impacts on air, water, soil, and noise
- Verification of social safeguards including community engagement, resettlement, and livelihood protection
- Preparation of periodic monitoring reports with actionable recommendations
- Support to APSCL for alignment with regulatory and donor requirements
Environment Management Plan (EMP) – 2023Development of a comprehensive EMP tailored to the 400 MW CCPP (East)
- Identification of potential environmental risks during both construction and operation phases
- Formulation of mitigation strategies and monitoring protocols
- Alignment of EMP with both Government of Bangladesh (GoB) regulations and ADB safeguard policies
- Capacity building and technical support to strengthen APSCL’s environmental governance
